I thought I saw it in the Battlefleet Gothic rulebook, but I've checked the GW PDFs and there's no sign. And also check out this fan-made application that implements it: I don't have my books available at the moment, but I seem to recall seeing the charts and what not in there.

Yup Rogue trader Gm Booklet is the place with a generator. It has been a good minute since I've looked through the material bu tI swear there is another generator in one of the more recent expansions for RT.

Stars of Iniquity has one, and there is also another one called the "dark history star system generator" floating around the net. As has been said, stars of inequity has a great detailed section on system creation. However, its geared toward unexplored systems, not really populated ones like the Calixis sector.
